When the algorithm decides to invest less in an asset. If waterfall_right is true, we will try to apply the allocation to other assets in this bucket, flowing to the right. If waterfall_right is false, we will flow down to the next bucket and not allocate to other assets in this bucket.

If True we will purchase fractional shares, which may cause more trading. If "False" we will purchase whole shares only, which may make it difficult in smaller accounts to allocate the correct percentage to holding.
